In your eyes, what makes a great promoter? What qualities, and qualifications do you look for? How can you tell if they're doing a good job?

A good promoter always stands behind the product! You must have enthusiasm and create excitement for what you are trying to get accomplished! If you believe in what you are promoting then you will never lack the enthusiasm to sell it. A good promoter knows what is being promoted down to every detail. And finally you must have confidence, not only in yourself, but confidence that you are promoting a great product! Roman Empire <— Great Product! Keep doing what you do!

Josh said it best.  That is what a great promoter does.  

 

Also keep in mind, you should never have to pay anyone to meet a promoter, no matter how well known they are.  You will pay the promoter, but for instance if someone throws a "talent contest" or whatever and charges a fee for meeting important people, etc., it is probably a scam.  If professional promoters and talent scouts want to find you, they will.  Trust me.
